Rockingham Federal Release Scope
The BOP Inmate Locator covers federal prisoners released from 1982 to the present. It does not contain ordinary Rockingham County jail custody or North Carolina state prison records. No BOP institution was identified in Rockingham County. A local federal arrest can still lead to a BOP record if the person later receives a federal sentence and commitment.

Search Rockingham Federal Releases
The BOP locator has number and name search modes. A BOP Register Number is the best discriminator. The form can also accept DCDC, FBI, or INS numbers when the matching type is selected. A name search uses first, middle, and last name with age, race, and sex filters. Compare more than the name before selecting a result, especially when the federal number is unknown.
Results display the name, register number, current age, race, sex, release date, and location or status. Current age can look odd on an old release record because it is not the person's age at release. Preserve the search date, number type, and result fields. Read Rockingham BOP Release Results
BOP's field explanation gives a narrow but useful test. A past Release Date with no current institution indicates that the person left BOP custody on that date. A Location value of “RELEASED” has the same BOP-custody meaning. “IN TRANSIT” means the person is moving within custody, not released. “UNKNOWN” means the confinement term is not determined in the locator context. A future date is projected and may change.
“No longer in BOP custody” is not the same as “free from all custody.” A person may enter federal supervised release, an older federal parole status, state or local custody, or immigration detention. A later case can also change current status. The sentencing docket and receiving-agency record resolve those questions. Do not assign a place of release from the BOP date alone.

Rockingham Federal Release Record Fields
The locator fields are concise. The register number is the durable federal key. Release Date and Location establish the public BOP status at access time. To understand why release occurred, whether supervision followed, or whether another custodian took control, open the federal docket. A court order can authorize release before a separate hold permits physical departure, so pair the order with the holding facility when timing matters.

BOP's public locator generally reaches back to 1982. For an older federal prison episode, BOP directs requests toward the National Archives and recommends the full name, middle name or initial, birth date or approximate age, race, and approximate confinement dates. An empty locator result should not erase a well-supported older record.
A responsibly matched result uses several identifiers. A shared name is not enough. Compare the register number, current age, race, sex, and federal case or sentence dates before connecting the locator result to a Rockingham matter. The public result does not supply a full case narrative. It gives a federal custody endpoint that can be checked against the docket.

Ask which facility held the person and whether USMS can direct a public custody question. The court docket proves the judicial action. The actual custodian provides the physical departure fact.
Rockingham Federal Custody Transfers
A Rockingham County record that says release to USMS marks an interagency transfer, not community release. County custody ended because federal custody began. Check the federal docket and USMS district first. If a later federal sentence resulted in BOP commitment, the BOP locator may then show the institution and eventual release date. If release occurred before designation, the locator can remain empty.
Federal release can also be followed by immigration custody or a state hold. The receiving agency named in the transport or release record determines the next check. Keep each event on its own timeline: county exit, federal pretrial custody, BOP commitment, BOP release, and any supervision or later handoff.
This system-by-system method prevents a valid past BOP release from being read as proof of present status. It also prevents a county transfer to USMS from being labeled a release home.
A Rockingham booking sheet may name USMS as the receiving agency. The federal docket may then show detention pending trial. A later judgment can produce BOP commitment, and the locator can eventually show a past release date. Those facts form one sequence, but each comes from a different custodian. Preserving that sequence avoids collapsing a transfer, sentence, and release into one event.
If the locator shows “IN TRANSIT,” wait for a settled location or contact the relevant federal office. If it shows a future date, keep the word projected. Only a completed past date or released status supports departure from BOP custody.

For a person first held at the Rockingham County Detention Center, request the county release destination as the bridge to the federal record. A named receiving agency is stronger than a guess based on a missing county roster entry.
When contacting the district, have the federal case number, full name, approximate arrest or remand date, and known holding facility. Ask for routing to the public source that can confirm where the order was carried out. USMS may not provide a full historical person file, but the district and court trail can identify the correct custodian.
For pre-1982 BOP history, follow the National Archives route described by BOP. For a current or later federal sentence, retain the register number and access date. A single search should always be interpreted within the locator's time and custody limits.
The release location may still need a separate record. BOP's date confirms the federal prison endpoint, but a transport record or receiving-agency entry is needed for a handoff. If the federal docket orders community supervision, record that as the next legal phase rather than treating it as continued prison custody. Each source should answer only the part it actually records.
